Shouldn't the parents bare some responsibility

A woman was charged in the death of her stepsister and another toddler after they drowned as she slept off a night of drinking, police said.

Brittany N. Steward, 19, was arrested Tuesday on charges including involuntary manslaughter. A preliminary hearing was tentatively scheduled for Monday.

This sounds like a tragic accident not involuntary manslaughter. Please An 85-year-old woman whose car plowed through an elementary school cafeteria, killing a boy and injuring two other students, won't face criminal charges, a prosecutor said, but a teen who fell asleep will?

And what about the parents of the children involved? If Brittany Steward was drunk (as the article implies) then why on earth did the children's parents leave them with her. It would seem that the parents who left their children in her care would be as much to blame. I mean honestly if you leave your children in someones care that you know is incapacitated and something happens then you are at least partly responsible.
