Slush Funds In Mississippi

Some of my long time readers probably remember my post She Pays City Taxes But She Doesn't Have City Water & Katrina Funds Used For a Pavilion in Ocean Springs about the woman who couldn't get city water even though she lives inside the city limits of Ocean Springs. Now the city which has many "real" needs is spending money on Christmas decorations.
The assumption is there are many storm-related needs in Ocean Springs that have yet to be addressed. Earlier this year, a non-storm related issue arose when a resident's water pump broke and she requested the city fulfill its annexation pledge to supply her water service. The woman ended up getting her pump fixed after the city couldn't immediately extend its waterlines to the property that was annexed several years ago. Now, the question about the city holiday decorations reveals that the mayor and each alderman are allocated a $15,000 capital improvement fund: That's $120,000 worth of discretionary spending evenly divided between the mayor and seven aldermen. Is it too much to envision that they would have pooled their resources to provide that woman water service?
